Some background: The GIS (Gebuehreninkasso) encashes the mandatory fees for the Austrian state television (ORF). It is effectively just another tax which you are supposed to pay whether you watch that cr*p or not.

They are snooping on you when you tell them that you do not even own a TV set. They means unemployable existences. Otherwise they are nice.
